NOTICE OF PUBLIC IMPROVEMENT CONTRACT OPPORTUNITY                                         

Portland State University (“Owner”) is accepting electronic bids for the Campus Wide (CW) Shattuck Hall (SH) & University Place Hotel (UP) Parking Lot Landscaping Screening (“Project”).

Project Overview:

Update landscaping screening requirements for the Shattuck Hall (SH) and University Place Hotel (UP) parking lots.

An assessment of Non-Conforming sites on the PSU Campus was required by the City of Portland (COP) and performed upon request by PSU in 2016. A covenant was signed between COP and PSU agreeing that all required issues would be addressed or corrected by December 31, 2021.  These bid documents cover a portion of the requirements identified in the assessment.

This ITB is requesting bids on three Base Bid Packages:

Package 1 Base Bid: Shattuck Hall (SH) Parking Lot Landscaping Screening;

Package 2 Base Bid: University Place Hotel (UP) Parking Lot Landscaping Screening; and

Package 3 Base Bid: Package 1 and Package 2 combined into a single bid to complete work outlined in this ITB, less any savings for completing Package 1 and Package 2 at the same time (i.e. one mobilization, etc.).

In addition to Base Bids for the Packages outlined above, there are additive Alternates for the Owner’s review and possible incorporation into the initial contract or via Change Order at a later date. Alternates will be reviewed by the Owner independent of the base bid(s) analysis and contract award(s).

This ITB may result in multiple contract awards to one or more of the bidding firms. Awards will be made based on the lowest Base Bid for each of the Packages outlined above.

Pre-Bid Conference

An optional pre-bid meeting will be conducted at the following times and locations:   

  • 10:00 am, Tuesday, July 6, 2021 at University Place Hotel (UP), 310 SW Lincoln St., Portland, OR 97201
  • 11:00 am, Tuesday, July 6, 2021 at Shattuck Hall (SH), 1914 SW Park Ave., Portland, OR 97201

Attendance will be documented through a sign-in sheet prepared by the PSU representative.  After the meeting there will be a walk through and examination of the site and conditions. 

All attendees must wear PPE at all times during the site visitation. Attendees must provide their own PPE. Attendees without proper PPE will not be allowed to attend.
