RFP 4639 Cost Estimating Services

Description

Metro is seeking proposals from qualified contractors with extensive experience and knowledge of Oregon construction and associated materials, labor, and other construction related costs, to provide professional consulting services for cost estimating.

Metro and Metro Venues are located in Multnomah, Clackamas, and Washington Counties and have various projects which require cost estimating services, including, but is not limited to: AACE cost estimate development, review, and comparison for lump-sum, Guaranteed Maximum Price (GMP), Cost-plus, and Time and Materials contracts to ensure costs are commensurate with the project scope and local market conditions.

Projects will range from budgetary planning or preliminary design estimates to construction documents that need comparative estimates for the bid or price that Metro received.  When an estimate is needed, Metro may be in the planning stage, schematic design, advanced design or construction phases.  Project estimates may be requested for budget planning; and therefore, may not have an associated schematic drawing. 

Proposal Writing Coaching for Small Businesses

For this RFP, Metro offers free coaching for interested small businesses. Firms must state that they’re a small business owner. The coaching will be done by a contractor of Metro’s choice. The coaching will be a 30 – 60 minute session about writing a proposal in general. Any interested small firms must communicate that interest by 2:00 pm on September 1, 2026 to bidsandproposals@oregonmetro.gov. Metro staff will be in touch to connect you with the contractor for scheduling.
