Description
Metro is requesting proposals for Processing Services for Residential Organics for the Waste Prevention and Environmental Services Department. Proposals are due as indicated on the RFP cover page.
Metro may award a contract to multiple firms to provide the residential organics processing services. Metro makes no guarantee of tonnage, and the resulting contract(s) will not grant exclusive rights to process residential organic waste generated during the contract term, whether currently existing or that may arise in the future.

Pre-Proposal Site Visit Information
A voluntary pre-proposal conference will be held at Metro South Transfer Station (MSS), located at 2001 Washington St., Oregon City, OR 97045, on August 18, 2026, at 5:00 p.m. Interested Proposers and subcontractors are strongly encouraged to attend the conference to view the site and learn more about the requirements of this RFP. RSVP is required through BidLocker posting. The pre-proposal conference will not be held if no RSVPs are received. Attendees must wear a hard hat, high-visibility vest, and safety glasses while on site. The Metro facility is non-smoking.
