Description

Metro is seeking a qualified design firm to lead design and engineering services to advance Willamette Cove nature park consistent with the adopted master plan. The selected consultant team will prepare design and construction documents, specifications, cost estimates, and support Metro with permitting by providing permit level drawings, reports, quantities, and technical information.  The consultant will also support Metro’s Construction Manager/General Contractor (CM/GC) procurement and public engagement. 

The park design should be cognizant of operational requirements and efficiency while considering low impact development and sustainability in the long term. Park amenities include entry and parking lot, restroom facilities, shelter, gathering spaces, regional trail segment, site-based nature trails, viewpoints, water access, wayfinding, and habitat enhancements. Consultant will also support the integration of public art and interpretation delivered under a separate contract.  Metro will take the project lead in archeology, public art and interpretation contracting and selection, and local, state, and federal permitting. 

Proposer should be aware of complexities of the project:

·         Site topography and landscape will change based on in-water and upland remediation clean-up designs, including but not limited to:

o   The location of the top of bank will change due to laying the riverbanks back

o   Vegetation on the site will be removed due to soil excavations and capping

o   Park design and engineering will be influenced by in-water and upland remedies and institutional controls

·         A complex regulatory environment that includes an understanding of local, state and federal land use and environmental regulations, including floodway and floodplain development, shoreline and water quality protections, and railroad safety requirements

·         Railroad crossing at North Edgewater Ave. and railroad coordination

·         Engineering design could be limited by site limitations (sampling results not confirmed to date and future confirmation sampling during construction) and restrictions imposed by DEQ and EPA
