Description

The project consists of pipe bursting approximately 2,315 feet of sewer pipe, lateral replacement in right-of-way and manhole replacement within Oak Lodge Water Servces Authority spread out between SE Naef Rd and SE Jennings Ave on the East side of SE Mcloughlin Blvd.

Submitted Questions About This Bid

These are vendor questions Oak Lodge Water Services has answered. There may be other questions with an answer pending, in case you have submitted a question but don't see it here.

Questions
Question:

Some of the manholes look to be in good structural condition. Are they intended to be replaced per plan or will these be reviewed and assessed individual to determine the possibility for rehab instead of replacement?

Answer:

OLWS and the selected contractor will assess each manhole condition at the start of the project and discuss the existing conditions.  Manholes that are determined to be acceptable except for minor items such as grout work or re-channalization will be identified.  There will be a change order from the manhole bid item (Item 23, 24, or 25) to the agreed alternative bid item (Item A-2, A-3, A-4, or A-5).

Question:

1. Can you clarify the time allotted for completion (45 or 122 days)? Section 1.20 Time of Completion, page 9: “The Time of Completion of the work to be performed under this Contract is 122 Days calendar days commencing from issuance of the written Notice to Proceed.” Section 2.1 Bid Form, page 12: Bidder agrees to plan and prosecute the work so that all work is completed “forty-five (45) calendar days after issuance of the Notice to Proceed.”

Answer:

The anticipated Substantial Completion date is September 1, 2026 and the Final Completion date is October 1, 2026, so the anticipated number of days is 122 Days from the Contract Start date.  Notice to Proceed is issued after the Pre-construction meeting and all project submittals from the contractor are received and approved and is different from the Contract Start date.

Question:

2. Can you provide the County Right-of-Way Permit? The documents reference County Right-of-Way permit conditions, but I was unable to find a copy of that permit.

Answer:

The selected contractor is to apply for the Clackamas County Right-of-way permit as part of Item 1 Mobilization.

Question:

3. Can you provide additional information regarding property access? Please confirm: • Whether OLWS will provide the required property access/release forms • What form of owner authorization is required before work in easements or on private property • Whether signed releases are required before bid, before construction, or only before entering each property Reason for question: The contractor is required to coordinate with property owners and obtain signed release forms, but the required form and process are not provided. Reference: Item 1 Mobilization, page 15-16.

Answer:

-OLWS does not provide property access/release forms.  These would be contractor's forms.

-The form of owner authorization before work in easements or on private property would be the release form that notes the work necessary to be completed on the property and could state any limitations or requirements the owner requests prior to entering the property.

-The release forms are only required for the selected contractor after contract award and are needed prior to entering the property. Notice of additional access (multiple days of work, return for CCTV, etc) would be based on the release form. 

Question:

Can you please clarify the requirements for Bid Item 6 – Vibration Monitoring? This would include: • Governing vibration standard and allowable limits • Required monitoring locations and duration • Whether continuous real-time monitoring is required during pipe bursting • Whether preconstruction condition surveys are required • Required reporting/documentation deliverables • Whether third-party professional monitoring services are required • Intended measurement and payment basis for the bid item (per monitored structure, per monitoring location, or per mob)

Answer:

Bid item 6 is per monitoring location which is the two properties listed:  5431 and 5435 SE Colony Circle.  The selected contractor will submit their proposal for location and duration for the vibration monitoring during pipe bursting.  This project does not require preconstruction condition survey or third-party professional monitoring services, but the selected contractor can propose this as part of the bid item as their choice.

Oak Lodge Water Services (OLWS) provides drinking water, wastewater, and watershed protection services to approximately 29,000 residents and businesses in Oak Grove, Jennings Lodge, and parts of Milwaukie and Gladstone.
