Description
In general, the Scope of Work includes medical, dental, pharmaceutical, and mental health
services for Adults in Custody (AIC) in the Lane County Adult Corrections Facility and
Springfield Municipal Jail. Although the services are being competitively procured through a
single solicitation, Lane County and City of Springfield each have their own operational
requirements further explained in this RFP, and each agency will administer its own contract.
Special Instructions
A MANDATORY Pre-Offer Conference will be held on August 27, 2026, at 9:00 AM. Only
Offerors in attendance will be permitted to submit an offer for this project. Subcontractors and
suppliers are not required to attend the conference but are advised to do so if a site visit is
necessary to submit a quote. Offerors will tour both the Lane County Jail and the Springfield
Municipal Jail on the same day, commencing at the Springfield Municipal Jail and concluding
at the Lane County Jail. Statements made by County staff or representatives are not binding
upon the County unless confirmed by written addendum.

About Lane County
Lane County is one of the largest counties in Oregon, stretching from the peaks of the Cascade Mountain range to the beaches on the Oregon coast. About Lane County Procurement
Lane County is comprised of twelve departments that each process contracts and make purchases per Contract Policies approved by the Lane County Board of Commissioners. These policies can be found in the Lane Manual Chapter 20. Oversight is provided by the Procurement Office and County Counsel.
