Description
Sealed written bids for construction of the Foothill Drive Sanitary Sewer Upgrade Project No. 7207 (Project) will be received by Connie Wilson, Procurement Specialist, electronically via Bid Locker at https://bidlocker.us/details/6119 until the bid closing deadline of 2:00:00 p.m., local time, July 14, 2026, after which time bids will not be received.
It is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure timely delivery by submitting its Bid sufficiently in advance of the deadline. Before bidders can submit their bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Clean Water Services (District) will not accept bids by facsimile or email.
Each bidder must be licensed by the Oregon Construction Contractors Board (or, for landscaping projects, licensed by the Oregon Landscape Contractors Board). Prevailing wage rates must be paid by bidder and any subcontractor on the project in accordance with ORS 279C.800 to 279C.870. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined by ORS 279A.120. Bidders must be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement). District will not receive or consider any bid that is not in compliance with the Instructions to Bidders and the Contract Documents. Bidders and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the Project unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).
Upon bid closing, District will publicly open and read aloud by telephone conference all bids received by District. Bidders can attend the opening by calling the telephone conference number (503) 681-4497. Bidders must submit their First-Tier Subcontractor Disclosure Form to the same Bid Locker location within two working hours of the bid closing time (Deadline). District will reject any bid received that does not have a First-Tier Subcontractor Disclosure Form submitted by the Deadline.
The Project consists of the following work: This Project consists of upsizing an existing 1,587 linear feet, 10-inch sanitary sewer line to a 14-inch sanitary sewer line through the pipebursting method within Commonwealth Lake Park.

Question:
Question about: 16. Asbestos Abatement License This public contract does involve asbestos abatement work, and contractors bidding on this public contract are required to be licensed with the Department of Environmental Quality pursuant to ORS 468A.720. Can the bidding contractor still bid on this contract if we utilize a licensed Asbestos Abatement subcontractor to do the asbestos removal? Our company is not licensed but one of our subcontractors will be. |

Yes as long as whoever is doing the Asbestos Abatement work is licensed. |

bid item 8: install MH = 7ea. i counted only 6. there are 5 labeled replace, 1 labeled new, then sht 7 sta. 9+66.77 labelled remove but drawn like the others to be replaced. is this the 7th mh just mis-labeled? |

Answer:
Yes, the Manhole at Station 9+66.77 (Sheet 07) is mis-labeled, this manhole will be abandoned in-place. We will update the quantity to 6 on the bid tab sheet and upload the new version with the upcoming Addendum 1. |

Question:
The plans state "Bypass pipe must be watertight continuous fused-joint HDPE pipe, or a District-approved equal." Will Bauer ended HDPE pipe be an acceptable alternate to fused joints? |

Answer:
The bypass pipe must be watertight continuous fused-joint HDPE pipe within the wetland and vegetated corridor boundary of the project. The Bauer ended HDPE is acceptable only when the pipe is outside of the wetland or vegetated corridor boundary. |

Question:
Could you provide us an approximate AC abatement footage that we could all bid on? The current footage is unknown and could be a large variable on bidding prices. |

Answer:
The abatement will only be at place where we will need to connect the existing pipe to the newly installed manhole. So very minimal abatement of approx. 10 linear feet. |

Question:
Will there be a new bid tab sheet sent out for us to write in our total bid amount? Currently there is a $20,000 typo in the total column. |

Answer:
We will remove the $20,000 from the Total Bid box so that bidders have space to write their total bid amout which will include the $20,000 Predetermined Contingency. This updated bid tab sheet will be included in the upcoming addendum. Thank you. |

Could you tell me the approximate average and highest flow rate measured from this sewer? |

Answer:
Please refer to Bypass Pumping Note No. 1. on Sheet 16 of the drawing sheet that calls out the projected peak flow. |
